Big Energy wants no part of research and development of clean, alternative energy sources. This is apparent.

Protecting turf is not in everyones best interest. New methods need to be encouraged, not discouraged through harassment over legalities.

Competition would make both competitors stronger and give consumers a break. California has a new law that makes California electric utilities pay for all the electricity a consumer generates, so no longer are solar installations "limited" to what installers estimate usage will be, since under the old plan, any excess went to the utilities for free... I am thinking about adding some panels to my array under these new rules...

You need to be a Marin County or Bay Area resident to understand this one. Marin county is filled with educated wealthy progressive but very conservative folks that care very much about controlling their everything. As a result, it is a very beautiful and safe place across the Bay from San Francisco.
Too bad they don't have more influence over the remainder of the Bay area.

This is typical of power companies. They tend to talk a good economic game to consumers but when push comes to shove they will protect their territory (profits and monopoly) to the end.
This type of initiative will become more popular as time and prices increase.
Marin County will prevail.

And, if the Marin officials win, who pay's the bill? I would expect the utility price cost will go up, the consumer will be paying them.

Go for it Marin County. If the corporations that control the supply of our power insist on gouging us, help us eliminate those corporations from power. However, remember the rule, "When the elephants fight, the ants get trampled." Large corporations and government, in this case are the elephants, we the consumers, are the ants.

Obama isn't pushing any alternative prospects except ethanol which is proven no good but most of the politicians bought stock in it and don't want to lose any money.

Local utilities are often the only "legal" monopoly in the United States. If utility companies had to compete they would end up lowering prices and increasing customer service.
