Congress should also put strict penalties on the oil companies and not the consumers. The oil companies are getting away with serious price gouging and we the consumers are getting screwed more and more. We need a fair market rate for gas period. When oil prices per barrel go up the gas you buy that day was not at the new price it takes almost 30 days for oil purchased today to go through the refinery and then make it to us at the pump

Consumers pay for everything... taxes, regulations, and profit. But then without a profit there is no product. Make a choice, let the "greedy" corps make a profit and enjoy their product. Or no Ipads, no gas, , no food, no houses, no a/c, no games, no movies, etc. That's how and what a free market does.
