Sounds like the EPA hybrid testing protocol isn't very 'real world' accurate. Why is it any different than a normal car's testing protocol? Hybrid or not, all cars are driven on the same roads.

none of the vehicles tested have met the published fuel economy. Why? B/c these things aren't tested under real life conditions. The vehicles are driven on a test road, then the figures are extrapolated.

Ford talking to EPA about hybrids' fuel economy and all EPA tests and measurements should be done at standard highway speeds of 55mph. Consumer Reports have been around a long time and they KNOW what they are talking about for good vehicles and for true mph and mpg testing! Find out what the good vehicles are - new or used. EPA Fuel Economy? Talk to Hyundia and Kia about their EPA fuel economy! Whatever the size or shape of the vehicle, vehicle manufactures Produce and the population ‘Drives’ vehicles with high MPG, are very safe, reliable, have a ‘reasonable’ cost and a good ‘value’ for the money. The price of fuel at the pump is too high! XII/XXII/MMXII!

"talking to the government" Reading between the lines: "government" means "politicians" and, well you know, they say "money talks" - soooooo.... Not saying that I blame Ford, at all. Bill Gates learned his lesson when the "government" came after him for being a monopoly because he gained a whopping 30+% of the free browser market (I said the FREE browser market). Nowadays, companies recognize that they have to have lobbyists in DC that watch the pols and protect their interests. Very sad that we can't just have a society where the government protects our rights to life, liberty and the pursuit of happiness. I mean, I thought that paying off corrupt government officials was something that only happened in socialist countries. Oh! Riiiiight.

MPG estimates are about as accurate a measure of vehicle mileage as property assessments are to home market values.

Stop calculating MPG's. The measure is obsolete. Calculate instead the price per mile or PPM. This allows you to compare hybrid, EV, CNG, diesel, and gasoline engines.
Diesel is higher, but generally provides more power and better fuel efficiency. EV's don't use gas at all, so a "gallon" measure is ridiculous from the start.
PPM (or PPKm in Canada) provides a consistent baseline for all energy sources, MONEY.

Maybe the EPA was doing usual Obama Administration overstating the mileage like they over play everything to make themselves look good like 7.5% unemployment while reality is more like 15% or more when have simply dropped all the people who THEY SAY are no longer unemployed because they have supposedly stopped looking for work.

If I were an automobile manufacturer, I would make sure the fuel economy were right on the nose. The reputation and trust of the consumer is on the line. I believe Americans are looking for products they can trust and believe in.

EPA mileage ratings never match reality and the driver also can make a great difference in mileage. I have never bought a vehicle because of the rated mileage, I buy the ones that are capable of doing what I need safely.

There are definitely some discrepancies here. Whether or not Ford is actually wrong remains to be determined, but they certainly should be made aware of the fact that someone is watching and checking.
